I read it and  its not much different than what you suggested 3 months ago.
It appears to me that no one but the US is interested in a multinational
approach.   I recall you saying that the US would handle it by putting
pressure on China.  If, as expected by many, the reprocessing plant opens
with the start of the Iraq war, time will be getting short soon.  When will
the pressure start to work?

If the reprocessing plant doesn't start, then the clock doesn't start
ticking.  But, I really am not sanguine about that.
