D20 is definately the way to go..I've been involved with the Legacy 
of the Alldenata D20 RPG (http://www.alldenata.net/), and some of the 
systems we made up for that (we did most of the work pre-D20 modern, 
thus it's not directly compatible and is IMNSHO better).
