Actually cars are not required to have a speedo (at least here in Victoria).
However, Australian Design Rules allow a tolerance of 10% for acceptable
accuracy for manufacturers. Bit of a joke when the tolerance for a ticket is
3km/hr.

You are certainly correct here! Still, I suppose it's one way of balancing
