I think the key point is that in any war with current technology there will be some non-combatant casualties. (This might not necessarily have been the case in ancient times in some situations, for example, conflicts between Hellenistic armies fighting formal battles.) Thus, by going to war you are choosing an action that will kill innocents, which must surely be an objective moral evil if anything is. The war might perhaps be justified as the lesser of many evils, but that doesn't make it not an evil.
