They could have done as much as the French did. They could have done as much as the average citizen of the USSR did under Communist oppression. It is clear that Hitler was interested in public opinion, and desired to keep popular support. If there was a general discomfort with the idea of death camps, then they could have at least argued that workers shouldn't be wasted...and that the Jews needed to be employed making munitions.
