Civil War is the logical consequence of a uni-polar world.

After the initial phase when the superpower dedicates all
its power to subdue any other force that threatens its
hegemony, it's natural that those that form it will spit it
into many lesser feuds and start fighting against each
other.

This happened with the Macedonian Empire after the
death of Alexander, with the Roman Empire after they
conquered the Mediterranean, with the Carolingian
Kingdom after the death of Charlemagne, etc.
