Yes I agree.  It certainly DOES look that way to you.

Despite the fact that the pace of world events is
dizzyingly faster than in Roman times, and meetings
between EU-Russia-China would easily craft a
formidable multipolar rival, that we seem bent on
pushing into being.

these meeting have gove from "languid and theoretical"
