Well, Dr. Brin, if senior members of the Indian foreign service aren't aware of any such thing, then it must not have been very effective. Also, note, if what you mean is public diplomacy, yes, he was fairly good at public diplomacy. There's a reason for it. He didn't get anything out of it. If you sacrifice American interests out of a concern for short-term popularity, you can in fact be popular, but you're not achieving anything. The end result of the Clinton Administration's India policy was India testing nuclear weapons, Pakistan's government falling in a military coup and then developing a _second generation_ nuclear force, greatly increased tensions between India and Pakistan, and no noticeable improvement in the concrete facts on the ground of the Indo-US relationship.
