We should believe Cheney on this when he is willing to bend the truth whenever he sees fit. The thing that miffed me was Cheneys' claim that the war in Iraq convinced Lybia to give up its nuc material. Even Bush's own negotiators said this wasn't true in an op ed piece that appeared in the NYT shortly after the agreement. Lybia did this because Kadafi (sp) finally realized that the only way he could get his country back in the ecnomic world was to give up nucs. The agreement was many years in the making and involved diplomacy that spanned the end of Clinton's term and the beginning of Bush's.
