I think it doesn't: the saudis really don't want the
oil prices to become too high, because high oil prices
makes it economically viable _other_ sources of
energy that they can't control. It even makes it
economically viable to explore oil in the moon - or
in deep waters that would look as far as the moon,
back in 1973.

Unfortunately [for me :-)] I think the oil prices won't
be kept this high for a long time. And if they keep,
the first country to break up into a civil war will
be China.
