Ah, ok. I might guess that someone might have argued that "freedom
of speech" would imply that you have the right to make your vote
public :-)

[here it was common to politicians, when voting, to show their paper
votes to the cameras - showing that they voted for themselves. 
Some of them were asked to destroy it and vote again, secretly]
