Hmm, that's an interesting twist I hadn't considered. I guess you wouldn't want a timer on it though. (Same reason you don't put a timer on a mail bomb.) How would you handle the detonation trigger? GPS? (Oo. Oo. That could work.)
No. Maybe a cell phone. Any intelligence network worth its salt should be able to know when the ship is in port...and not even have eyes on it. Arrange so that the ship carries with it a package or letter. Package is disbursed when the ship docks, is mailed to an agent at a remote location. Agent calls cell....
