Not to anything the US did in recent years. When referring to an area in which we have more than one historical effect, it doesn't hurt to specify which historical effect you're thinking of rather than listing off a long roll of names. It's a little like not distinguishing between western Europe and mainland Europe...
The more recent "lesson" from Panama, BTW, seems to have been lost anyway. :\
