Going to the National Hurricane Center Archives, we see that that, 3 days
before it hit, it was a minimal hurricane (75 mph winds) that was suppose
to curve soon and hit the Florida Panhandle.  It was forcast to have only
100-105 mph winds at that time, making it a modest cat 2 hurricane. The
probability of being within ~125 km of New Orleans when it hit land was
estimated at only 8%.  If New Orleans were to be evacuated under those
conditions, it would probably need evacuation once or twice a year.
