No these things were not necessary...
All everyone had to do was be nice to each other and
impliment (Ah HaHaHa..) Moral policies of government
(snicker, guffaw) and industry (oh stop, stop...i
can't take it!) which repect the mutual welfare of
all.....
What did God tell the people in the "Book of Judges"
when they demanded a King, (like all the other
nations) ?
