Shared hosting on servers provided by contractor is the norm - shared hosting with some budget outfit is IMHO amateurish. > Do many of the other webmasters here have ongoing contracts? Yes, but I try to avoid it, it's a unwanted job of having to bill (and often chase) a client every month with little margin.
