well that sounds pretty blatantly wrong to me. By "not in possession of the
disc yet" do you mean they are about to receive a thrown disc, or pick up a
disc off the ground after turnover.

If, after a turnover,  someone is standing over a disc, not picking it up,
presumably waiting for some sort of offensive structure to appear, i *will*
start stalling them. The rules don't really support this, but it is a sprit
foul not to pick up the disc as soon as you make clear your intention to be
the thrower. I have never been called up for this, and every time I have
done it, the "thrower" has pretty quickly picked up the disc and it's in
play.
