The 3 contacts has nothing to do with coming to a halt (*). It only refers
to throwing without stopping. So if they've thrown without stopping, you
wouldn't be still trying to stall them.

2. Whenever a receiver takes more steps than he or she requires to stop
after catching a pass, that receiver has traveled.
3. If a receiver, after receiving a pass on the run, releases a pass after
making three ground contacts and before coming to a complete stop, that
receiver has traveled.
