But without knowing the person how are you able to determine that person's ability to
follow up a manifesto with time, effort and ability??
I could write a fantastic manifesto because I love this game, but could not do the job
because I will never have the time to be able to follow up my convictions with actions.

Thats just wack!!! you shouldn't vote for the people you know but the people

that want to do what you feel should be done. Thats what manifesto's are for

to give the intentions of the person.
