I think these are really good points. And its really difficult to get good venues (good fields, hot showers, etc) when so many fields are required. And we all suffer when that goes wrong.
Maybe one solution would be completely separate the two "divisions" (with a women's tour running alongside the A Tour). That way - the B Tour teams wouldn't feel like they were subsidising the A Tour. Si (Clapham) Ps - I'm not sure the pitch-minutes is a really good measure of value for money. In the old system the top 4 teams generally had fewer pitch-minutes than all the rest of the teams, but it worked very well for them. My team would be happy enough to only have two games on Sunday...
