Correct. It's even in the rule that was quoted!

"so long as the throw is released prior to the receiver making three contacts with the 
ground and that he or she makes no change in direction or increase in speed during his 
or her tenure of possession"

So you must throw *before* the 3rd contact, which is *before* you have completed *2* 
steps. So you cannot take two steps and then throw (if this is without stopping).
