Regardless of the letter of the rules, I'd certainly consider it poor spirit to start stalling while someone was still off the pitch, or still on the ground having layed out. I have been burned in the past by players throwing from the ground, or whilst getting up, while I was giving them time to get back on their feet. I consider that bad spirit, but they can always argue that their bum was the pivot point or something! Fair enough if their marker had started stalling, but if they're giving them time to get up? But therein lies the difference between stalling and forcing I suppose, so no-one's fault but my own.

On a similarish note...New (I think) to the rules this year is:

    9.6. After a turnover, the team that has gained possession of the disc
    must put the disc into play without delay. The offensive player who
    will put the disc into play must move towards the disc and then towards
    the pivot point at walking pace or faster.

However, I've still seen players do the whole 'have a wee wander whilst my team sets up' or stand a few yards away to give their team time. I think you should be able to start stalling then, but I've been told you can't without giving them warning that you're going to start, is that right? And if so, how much of a warning? So, does anyone know, or have an opinion, on how exactly to enforce that rule if a team is ignoring it?
