I have always read this as 2 SECONDS, not just "subtract 2" (this may
have come from the UPA rules, though I could have sworn the word
second was in the WFDF version as well).  If you count it out,
"1,2,3,4 (contact), 3, 4" actually adds 2 seconds, whereas "1,2,3,4
(contact), 2,3,4" adds 3 seconds.  However, if it is indeed meant to
be "2" and not "2 seconds", then I guess you have to go from 4 to 2.
