In addition to reading the rules there is also now an "Official
Interpretations" document (available from our website and the wfdf rules
page too)

This is a document where additional explanations and examples are provided
to help explain things in generally simpler language.  This document is
written by the WFDF Rules Committee and it will continue to expand.  In the
future I think you can even expect to see video clips and the like being
used to help provide additional explanations.  Would you like to help make
this happen?  If so - please let me know.

In particular it is indeed the intended and correct interpretation that the
thrower may CHOOSE to call "foul" or "contact" - whichever they prefer.
(This is on p13 of the Interpretations doc.)
