Guarding is just defined as: A defender is guarding an offensive player when they are within three meters of that offensive player and are reacting to that offensive player.

I'm not sure much has changed - I think you're reading too much into it. If I'm standing in a zone formation, within 3 metres of an attacking player, I'm certainly reacting to that guy. If he goes forwards or backwards or sideways, or leaves the 3m area, I'll react. I'm not exclusively reacting to him - I might be reacting to 3 guys at the same time, including the thrower - but the rules don't say anything about me only 'guarding' one player.
