We have a file:
doc/docbook/log4j.properties
that is copied to the location
${CMAKE_BINARY_DIR}/doc/docbook/log4j.properties but I'm not sure if it's
getting used properly.
The running of fop is based on misc/CMake/fop.cmake.in - if we need to
change the arguments supplied to fop commands, that would be the place.
