I made a tweak to the fop logic that specifies the log4j config file, per
hints from here:  http://comments.gmane.org/gmane.text.xml.fop.user/30818

(as of revision 49583)

That probably still leaves changes that are needed in the config file
itself, but at least fop should be aware of the right file.
