Keep working on the doc you have here. Seems pretty good.
Try making it a bit more elaborate, since this is a project from your side,
discuss this with Sean as well, as he can share with you some specific
tasks that need to be done and help you form a definite proposal maybe.

It won't be a "web-app" per se, so php should fit right in. Having said
that, the main task for the project comes down to structure and UI. Since
we do not want to change the initial structure again and again, your
proposal should lay a strong foundation for the site structure and workflow
(user and admin wherever required). This in my opinion will make a better
proposal.
How things look at the front-end can follow just after this.

Since there is a lot of unstructured content, I guess it can be a good
project, it will surely benefit the organization as a central web platform
for all its web based products.

I like your suggestion of moving the wiki to another sub-domain. I also had
this thing in mind. Setting up the wiki sub-domain should also be a part of
the proposal (IMO).

You might as well want to look at jekyll as a framework. I was using this
the other day to set up my blog. Might have a use case here as well. It is
actually very user friendly for handling static sites. Otherwise PHP is
also good for this.
