Either. Both are obviously useful.

I don’t understand what you mean. Simple leader lines to text are the most
basic type of annotation.

This cannot be answered without knowing how fast you are at reading code, how
many issues are encountered during development, how familiar you are with this
topic, etc … Whether they should be included in your project proposal is
something for you to consider as part of developing a timeline based on your
familiarity and ability.
It’s better to have a conservative realistic schedule than to promise more than
is feasible.
