For some reason brltty text table works in terminal with displaying

I decided to test it more. I changed the braille text table in BRLTTY's
preferences from Russian to Polish and yes, the table that's set in
BRLTTY's preferences works in mate-terminal and in terminal apps such as
nano and simply in terminal when Orca is on. In graphical applications
such as browser and all others everything works as expected.
Maybe that's expected behavior that in terminal brltty's text table
should be used?
