After many struggling, I think I can finally build a Python 3.11
compatible version. I now know how to adjust the build process to
accomplish it.
Do you want me to file a pr to do this, including the switch to wheels?

Thanks. My Windows build with those two PRs reverted is fine. Without creating the
installer, i.e. bdist_wininst -> bdist_egg, how should this line in the
generated README be reworded?
