We need to pay attention to the objects and actions.  For instance, IP and
datalinks have distinct objects and actions, and thus having separate
commands actually provides clarity and expressiveness (Linux/BSD ifconfig
be damned).  I think we'd need to map out the administrative space for L4
protocols before it'd be clear whether one command or multiple commands
would strike the best balance.  Likewise for other areas.

That said, I'm not really concerned about the "explosion": these are
intended as low-level admin CLIs; those not familiar with these subsystems
really should be using NWAM or other task-oriented tools.
