Before we go about building this into ipadm, I'd repeat my request for
some analysis to be done about the administrative actions/objects at the
transport level.  Erik has asserted that it's just tunables, and I hope
he's right, but I think some more investigation is needed before going too
far down this road.  In particular, there may be some things modeled as
tunables only because we had no alternative, and other requests floating
around the bug database or wedged into other commands for similar reasons.
(I'm not asking for a life's work here, just due diligence.)
