Ma tot intreb insa de ce dimensiuni ar putea fi consecintele actiunii din PE.
Au valoare de recomandare sau de decizie finala: Ar putea dispune dezafectarea?
In fond nu au decat sa demonteze structura metalica si-si recupereaza
materialele.
Nu pot aprecia pagubele, dar am convingerea ca ar trebui sa le suporte cei ce
au dat aprobarile, incalcat normele si luat comisioanele CA AU DE UNDE !
Sa nu cada paguba iar pe romanul de rand!
La Timisoara primarul a intrat cu executorul si le-au dat jos zorzoanele de
la palatele "romilor" cu tot scandalul si amenintarea proprietarului ca-si da
foc!
Cred ca si Catedrala ar fi trebuit sa -si impuna punctul de vedere inainte de
a incepe constructia si sa solicite de comun acoprd cu primaria acel parculet ,
in care nu era rau sa fi pus in colt in semn de omagiu vizitei Papei Ioan Paul
al II=-lea statuia lui in gest de binecuvantare , cu atat mai mult cu cat
aceasta vizita era simbolica a apropierrii celor doua biserici crestine si
poate cel mai laudabil act al defunctului Prea Fericit !
Poate mai e o sparanta ca acel monstru de fiare ce-ti sare in ochi de oriunde
din centru sa dispara, la fel si amintirea lui

Eu nu sunt specialist, deci nu pot sa ma pronunt in cunostinta de cauza.
Din ce am citit insa in scrisoarea din 12 martie 2007 adresata Presedintelui PE
de catre ing. Emanuel Necula am inteles ca riscul exista si este foarte mare.
Va reamintesc ca ing. Necula este un specialist, este inginer de structura,
si este cel care in anii 2004 si 2005 a asigurat, prin firma proprie de
consultanta, servicii de project management si construction management
dezvoltatorului proiectului "Cathedral Plaza", pana la finalizarea licitatiei
internationale si depunerea partii de structura a proiectului. Nu am sa mai
insist aici asupra aspectelor penale ce deriva din falsificarea de catre
organizatori a desenelor si documentatiei pregatite de firma d-lui Necula,
recurgerea la fals si incalcarea legii drepturilor de autor fiind probabil
necesare pentru obtinerea autorizatiilor si aprobarilor in vederea demararii
constructiei.
Va invit totusi sa studiati scrisoarea d-lui ing. Necula (

in special pag. 3-4 (si inceputul pag. 5), unde sunt prezentate in detaliu
motivele de risc seismic. Astfel, o serie de studii nu au fost niciodata
realizate de catre constructor:
A. The "on site" seismic tests to determine the subsoil seismic
characteristics, especially the frequency of ground motion. Severe damages can
occur if the frequency of the ground motion matches the natural vibration
frequencies of the structures, the shaking response of the structures being
enhanced by the phenomenon called resonance. [

] The very unstable subsoil conditions were never properly investigated
to ascertain their full impact on the stability of the new tower foundation
system and its impact to the surrounding properties.
C. An improper estimation of the differential settlements within the property
of the new project as well as for the surrounding properties, have under
evaluated the structural effects of these settlements to the new tower
infrastructure and superstructure and the existing structures, including the
Complex of St Joseph Cathedral. [

D. There was no structural evaluation of the Complex of St. Joseph Cathedral.

] The existing building structures surrounding the new tower, built with
heavy un-reinforced thick masonry walls will not resist shock waves or large
settlements caused by the new tower.
E. A wind tunnel analysis to determine the dynamic effects of the tower to
the surrounding structures, including the re-distribution of ground snow at the
level of the existing lower roofs, was omitted. [

F. There was no tridimensional seismic analysis of the new tower structure
taking into account the interaction between the tower infrastructure
(foundation walls, basement slabs, mat foundation, slurry walls, and piles) and
the effect of the multidirectional active and passive pressures against the
surrounding soils supporting the existing buildings in the close proximity of
the tower, caused by multidirectional sways that occur during a major
earthquake. [

Am prezentat (foarte pe scurt) fragmente din motivele invocate in scrisoarea
ing. Necula, dar sfatuiesc pe cei interesati sa citeasca textul complet.
Asa cum am spus, eu nu sunt specialist, deci pot (si trebuie) doar sa ma
bazez pe opiniile profesionistilor. Din cate am inteles din scrisoarea
respectiva, dl. ing. Necula este un astfel de profesionist. Cu siguranta, sunt
pe acest grup persoane avizate si cu pregatirea corespunzatoare care pot
confirma sau infirma seriozitatea motivelor invocate in scrisoare.
