It's a copy of https://gcc.gnu.org/PR93108 ticket (new-lib-3.1.0 fais to build
with -fstack-protector-strong). Hans-Peter Nilsson suggested it's a binutils
bug.
I'm assuming it's a gas bug as it generates the error message.
Reproducible on binutils-2.33.1 and gcc-9.2.0 (and gcc-master) as:
$ ./xgcc -B. -fstack-protector-strong -c min-bug.c -o min-bug.o -save-temps
min-bug.c: Assembler messages:
min-bug.c:430: Error: internal error: fixup not contained within frag
