Coreutils uses linebuffer far more than getline, and for good reason. Before you propose removing linebuffer, try writing a patch to make coreutils stop using it, and see how hard that is.

Gnulib is allowed to provide both standard interfaces (getline) and useful GNU interfaces (linebuffer), where you can then choose which interface better suits your needs.

But a patch for both modules that references the other may indeed be worthwhile.
