I think it'd be a problem for many people.  Debian, for instance,
classifies non-4-freedom-free data as non-free (DFSG does not
distinguish between software and data, AIUI); some Debian packages
contain replacements for non-critical non-free data such as logos.

In some cases, shipping free software with non-free data is clearly an
issue, e.g., for games where the game engine without the data is
essentially worthless.

I don't consider themes to be critical for IceCat: IceCat with its
default theme is perfectly usable.  Thus, I would vote against the
inclusion of non-free themes in the IceCat tarball.  IMO, we should
encourage the production of free themes; rejecting non-free themes is
one step in that direction.
