The freedom to modify a visual representation is not required because

the same way being a software free or not is not required because it's
not part of the functionality...
so what are we speaking about?
are we interested in freedom or in functionality?
But software (as in "a computer program") _is_ functionality.
This is not about freedom for the sake of freedom. You have to know
which freedoms are required and which ones are nice to have. The freedom
to modify for computer programs is required, because otherwise the user
would be helpless and not be able to control the operation of his own
computer.
