If one of these four freedoms is incomplete or insufficient then the program is not free software. One aspect of being a free program is being able to distribute verbatim copies (as you received it) commercially, under freedom 2. I cannot go to http://www.mozilla.org/ and download Firefox (or Thunderbird for that matter) and do that. There may be other problems with the software as well but I'm not addressing those.
