Of course, the file won't be distributed.

Having it in web cvs is not completely right, as that is for presenting
grep more then for development.
But if you make it HTML, it's a handy way to get it automatically to
the web.

Other than that, I'd say it belongs to the main cvs.
Perhaps it doesn't belong to the root, but we can move it later.

I don't think it's not visible there: you check out the cvs and do ls.
That should be one of the first things which you do if you are interested
in grep development.
But making a link to viewcvs helps here, anyway.

(I agree that it's not woth it to think about Wiki and such, now.)

Any place is good, go ahead!
