I had already started doing it in HTML at this point, so I now went ahead and added it as grep/devel.html under webcvs. This means it's currently available as <http://www.gnu.org/software/grep/devel.html> although nothing yet links to it (except this very email, as soon as it gets in the archive). Please check it out.
