I like it! How about we make the roadmap a separate file? (e.g., in the same way as the TODO file is, except not include it in the distribution).
Also, I like how the TODO file is broken into pieces and formatted in devel.html; however, this means that we should try to keep them in sync. I feel that it is worth noting this fact in section 6 (Release procedure). Additionally, for section 6, we should note that known failing tests should be disabled in the test-suite. Alternatively, the rewrite of the test-suite could include a mechanism to do this automatically from the make file (e.g., with the help of hooks). Lastly, it'd be nice to put some time line to the roadmap. Unfortunately, with our limited activity, it may be infeasible to do so.
