Yes, that is pretty confusing. "1" is implied in all hyphenation flag values
that are not 0. If I understand correctly.
There is definitely some technical debt here, with some bit flags turning
features on and others turning features off. Unfortunately the semantics of
the default (1) appear to leave us little choice.
I suppose .hy should really be split into 3 requests; 2 matching the TeX
approach (left-hyphen-min and right-hyphen-min) and 1 for orphans.
