Thanks! It appears this patch also fixes the other link error reported in
that bug report, in comment 1. So, although #67082 is older, I'll close that
one as a duplicate of this, since this is far more comprehensive, and is where
active work is being done.

I don't know, but groff's manual currently works with texinfo at least as far
back as 6.7.
