It seems to me that the patch is actualy a merge of 4 changes. From the
website:
* Teach Grub how to recognize an OpenBSD kernel.
* Teach Grub how to boot OpenBSD (both a.out and ELF images)
* Teach Grub how to request a relative TFTP file (using two slashes, i.e "//bsd"
will do a tftp request for "bsd").
* Change the default menu file from /boot/grub/menu.lst to grub.conf
I don't have any opinion on change #3, but changes #1 and #2 don't appear to
be related to netbooting (perhaps they refer to stage2/{boot.c,shared.h})
