I don't get why you need to post 3 times the whole text.
Anyway --root-directory= and blocklists are currently broken. Known bug.
To create a floppy image you can use grub-mkrescue and --overlay=overlay/ to
include custom files, though only overlay/boot gets included.
There won't be a filesystem on it. Only the GRUB which gets there installed
can read the files in the included memdisk.
