I changed all non ASCII characters to utf8 and bibtex does not seem to complain. At least not because of that. I will try to continue on that and propose a patch. Is there any need of .html file from .bib? Or is it used only to produce .texi?

I have also found the bug for the extra ";". It comes from html-to-texi.py (a missing ";" in a regex). Please find a patch attached.
