Theoretically, an ubuntu update might want to modify the existing /etc/mime.types ; perhaps for some security patch. In that case, a newbie linux user might be faced with a weird question, or a diff, or the option to nuke the file and start from scratch, etc.
I think it's slightly safer to put it in the home directory. If you've already uploaded the iso, then don't bother changing it, but if you haven't done it yet, might as well fix this. :)
