The correction just after a bar-line (the one in StaffSpacing) only adds space, never removes space. This difference is explicit enough in the code that I would guess it was intentional. Whether it is desired is a different question. The code references Helene Wanske's book Musiknotation. Speaking as a violist, I think it is easier to keep place in repetitive music when there is a bit of variation in spacing.
