So, this all boils down to having make consider changes to MAKEFLAGS
immediately.

Well, even with MAKEFLAGS having immediate effect there needs to be a
mechanism to remove the default directories.
Another option is to remove the default directories from make. Is there a
makefile that includes anything from /usr/include or /usr/local/include or
/usr/gnu/include?
